About the Journal
Scope
RTIC – Journal of Technologies, Information and Communication is a biannual academic publication, whose mission is to disseminate and publish original and review scientific works with a focus on innovation and development in the fields of Technology, Information and Communication. The journal is aimed at students, professors, researchers and professionals, with articles written in Portuguese and English, in order to contribute to the development of research in Technology, Information and Communication, in Portugal, in the Portuguese-speaking community and diaspora around the world.
RTIC explores various topics such as computer networks, mobility and pervasive systems, open data, knowledge engineering, knowledge management, artificial intelligence, applied technologies, multimedia systems and applications, information and knowledge management, big data analysis and applications, human-computer interaction, ethics, computers and security, communication models and digital communication; publishing original articles and review articles.
RTIC is a privileged platform for young and senior researchers, as well as university students and planners. It publishes in Portuguese as well as in English. Each article includes the title, abstract and keywords in both languages.
Published twice a year, it offers open, immediate and free access to its content, following the principle that scientific knowledge is freely available based on scientific social responsibility and knowledge transfer to society.
The quality control of submitted manuscripts is carried out by the Editors-in-Chief, and/or by the Scientific Council and by at least one double, and blind, peer review, or open peer review.
RTIC is indexed in scientific platforms:

Peer Review Process
The purpose of the review is to help authors improve the quality of their work by providing constructive and timely evaluations prepared by experienced scholars. RTIC considers the evaluation process a fundamental step for the improvement of articles. For this reason, the reviewers for RTIC are encouraged to present, in addition to the opinion regarding the publication, suggestions for improvement regarding the content and form of the text.
The evaluation process of articles submitted to RTIC includes the following steps:
- The texts are submitted by the authors on the platform on the RTIC;
- Proof of receipt is sent to the authors;
- Editors-in-Chief screen to verify that manuscripts:

- fall within the scope of RTIC and have enough quality. If the decision is favorable, they are sent to two scientific reviewers. The review is a blind peer review: neither the reviewer is aware of the authors, nor these of the scientific or open peer reviewers, as this is a good practice of Open Science, allowing for increased transparency, efficiency and accountability in the review process.

- meet the formal requirements. If this condition is not observed, they are returned for modification;
- In case the situation described in 3.1 is verified, the reviewers have 5 working days to accept or refuse the review;
- If they agree to review, they undertake to complete it within one month by filling out the respective review form.
Open Access Policy
RTIC – Journal of Technologies, Information and Communication is a scientific publication of Open, Immediate and Free Access through the Internet, and can therefore be consulted without restrictions. That is, any user can freely, at no cost, access at any time and without any restrictions on content in electronic format. RTIC also allows for the search and reuse of content, both manually and using automatic instruments, and the reuse must be the object of correct attribution of authorship and origin.
