Terms of reference for the acquisition of urban passenger transport buses

Abstract
In the current context where users of urban passenger transport are increasingly demanding regarding the quality of services provided, Physical Asset Management stands out as a factor of competitiveness. The Terms of Reference (TOR) are the main element and where the process of the life cycle of an asset and its management begins, so its correct preparation is an indispensable element for the acquisition of a physical asset, as well as the monitoring and analysis of the life cycle (LCA — Life Cycle Assessment).
The Life Cycle Cost (LCC) of an urban transport bus is intrinsically dependent on the quality of asset management, which is reflected in its reliability (MTBF — Mean Time Between Failures), maintainability (MTTR — Mean Time To Repair) and availability (A — Availability). There are also other aspects that should be taken into consideration, such as operating costs (maintenance and operation), apparent rate (inflation rates and capitalization rates) and return on investment (ROI — Return On Investment). The preceding aspects should be reflected in the Terms of Reference so that the monitoring of the life cycle of this type of asset is more effective and efficient. 45001, ISO 25001, NP 4492, NP EN 13269.
This article presents a framework synthesis of the preceding variables, through a global model for Tender Specifications and Tender Program, in particular for the acquisition of urban passenger transport buses, demonstrating its relevance in the acquisition of this The types of assets for passenger transport companies, as well as indexing to replacement models, allow them to know the most appropriate time to replace a bus and plan its acquisition through an appropriate Specifications document.
