Pavement performance indicators for asset management systems in developing countries

Abstract
Road organisations need to accurately assess the condition of pavements to make the most appropriate maintenance decisions. The use of many technical parameters and performance indicators in the assessment of pavement condition allows for a more precise definition of the maintenance / rehabilitation intervention. Therefore, the selection and use of these factors plays a fundamental role in the pavement management process. However, collecting monitoring data is one of the most expensive stages in the management of these assets.
The main objective of this work is to identify performance indicators for asset management systems in developing countries. The methodology involves choosing the technical parameters used to assess their functional and structural performance, including the processing of monitoring data, usually acquired using equipment, from the simplest to the most sophisticated, with different potential and limitations.
The aim is also to help identify alternative techniques that can be applied, in developing countries, to assess the condition of road pavements. In these countries, with the scarcity of testing equipment and the lack of evaluation campaigns, pavements are not subject to timely and adequate maintenance actions and, consequently, have a shorter life cycle.
